All new popcorn machines will produce a industrial smell for a short while when first heated up. It is from the oils used in manufacturing and that will stop over time.
Burned wire smell is usually associated with cleaning of the kettle. Cleaning compounds that are stuck in the carbon will create a harsh smell.
If the switch is OK and you have. Power at the kettle plug and you are not getting any heat it's one of 3 things. Burned wire inside the kettle. this is common. Or it could be the thermostat is bad or the element itself is out?

Popcorn needs 400F to pop, if you machine is not hot enough it will not pop popcorn. You did not include very much information to help fix it, but if it is a home use popper, you cannot repair anything on them. A true commercial popper you can replace thermostats, and fix the problem.

use a non contact voltage detector pen and follow the wires from bottom up to bowl heater , somewhere along the way the power will stop , thats the device that needs some looking at
First, if you have another cord like this one (for example, a coffee pot cord) plug it into the popper and see if it works.
If it's not the cord, it's probably a blown thermal fuse inside the unit. Could be a heating element broken as well. If you don't have appliance repair experience, I would take it to a repair shop.
