In order to properly seal the jet in place with silicone you must remove the wall fitting from the inside of the tub. The wall fitting is threaded into the jet body from the inside of the tub.
Once the wall fitting has been removed you can put a small bead of silicone around the underside of the flange and thread it back into the jet body. Clean up the excess silicone after it squishes out with DeNatured Alcohol.
If you plan on just putting a bead of silicone around the outside edge of the jet body behind the tub, do not waste the silicone or your time as it will not solve the leak in the tub.

Are all the jet pipes connected and properly sealed because you said that it only started when the water reached the jets level?

if you have a water stain on the ceiling below your tub then you have a water leak. There is no easy solution for this. You must get to the underside of the tub in order to watch the jets when the tub is full of water to isolate the leak and then have it repaired by a plumber.

Hans - I assume the tub is properly connected but only a jet leaks. don't know which one as I have no access to the underside of the tub, unless I cut open ceiling on main floor. Even more difficult as the walls/ceiling are plaster - not drywall.
