This is deffinately due to catridge circuit problem.Canon suggest that we have to replace emptied catridges with new genuine canon catridge they dont suggest refilling and also not give any support for refilling catridges. So you can replace catridge with new one.
This Happens due to weakining of catridge circuit portion or may long period printer not in use.
If you not want to replace catridges i will give you the possible hints it may fix refilled catridges.
1.Clean the catridge circuit portion with soft cloth, care must be taken that there is no smudge or ink traces on catridge circuit.
2.Clean the ciruit of printer catridge placing box present inside the printer .wipe out the any sumdge or ink traces.
Then re install the catridges. give the print if it shows error press resume button continuosly. I think it will fix your problem.
If it is not solution is replace the catridge with new one.

HP PSC 2210 InkJet Printer.
The following has to be done for checking the Blank Ink Catridge working :
01. Remove the existing Black catridge and Color Catridges from the Printer carefully.
02. Clean the location with a soft cloth with cleaning liquid to make the place dust free.
03. Put the correct black and colour cartridges recommended by HP and that too genuine one.
04. Do not use any refilled or reinked local catridges that will spoil the HP PSC 2210 printer.
05. Re-install the catridges both Black and Colour properly.
06. Take a test print out - both black and colour print outs.
07. Check the Printer status and there is no warning of Cartridges wrongly inserted.
Have a Good day.
In this case what i would request u to do is.......
Take out both the catridges from the Printer.........
Take 2 Paper Towels one should be wet with Luke warm water and the other one should be dry...........
Take the Colour catridge first turn it upside down and u will see a small copper plate on the catridge from where the ink comes out.......
Place the wet paper towel using ur thumb on the Copper plate and press it a lit bit for 10 Seconds......
Now remove it and see whether u see any ink on the paper towel..........
U should see some ink on it now place the dry paper towel on the ink catridge in the same way........
Now do the same procedure again..........
Do the same procedure twice on the Black Catridge.................
Now take the dry paper towel and turn the direction of the cartridge so that u can see a Copper plate on it with small boxes just clean that copper plate with the Dry Paper Towel..........
Know insert both the catridges inside the Printer the Colour Catridge should go in the right side and the black on the left........
Unplug the Power Supply from the printer.......
Press and hold the Stop/Clear button on the Printer and Plug in the Power Supply while holding the Stop/Clear button it should say clearing on the screen at that point u can go ahead and release the Stop/Clear button..........
Now the Printer will ask for the Date Time and Country Language.........
Set everything up......
Now try to Print i am sure it should work..........
Good Luck............
Hi, I am assuming your PC is relatively new. You have had a working printer, installed the new printer and ran the installation c.d. If you have marked the new printer.... (go to programs, control panel, printer and open) when open...note the little check on one of the icons. Is your new printer the default printer? To change...right click over the icon, look for the "Set as default printer". Left click this. Now......as for color.....when you place your cursor over the new icon....right click. The box which opens will show printer preferences. Left click this. When this box opens, go to the color tab. Left click this. Look to see if printer is in Color options or Grayscale. G.S. will prevent this new printer from color access.
I hope this helps.....Thank you for coming to Fixya and let me know.......there are some other things to look at if I'm on the wrong path..
It is possible you're black cartridge is too low on ink & needs replaced. If you're black ink cartridge is new, there could be small ammounts of sticky tape left over the contacts of the ink cartridge. Please clean the ink cartridge's copper contacts (side only, not the bottom of the ink cartridge), with a cotton swab & a little alcohol. Since the ink cartridge is removed clean copper contacts inside the carriage holder as well. Allow time for the alcohol to dry. All most every printer installs software that monitors ink level's. To check you're printer for this. Click the start button, slide up to & click Printers and faxs. The printer and fax window will open. You're default printer will have a little check mark next to it. Right click once on that printer name, another little pop-up window will open, slide to & left click on properties.
You're printer (It's name) will open. Near the bottom click on Printing Preferences. Another window will open. Click the Services tab. Than click Service this device. You should be able to see the ink levels.
Have more questions? Please feel free to ask.
Hope this has helped.
Luck!
Mike
Maybe the ink well nozzle area has some dried ink left from the old cartridge. Remove the new cartridge carefully, and using a wet Q-tip,clean the area. Replace back the new black cartridge.
This worked for me ....good luck !
