Run some carburetor cleaner through it first. Go to autozone, etc, and pick up some fuel system cleaner you can put directly in the tank and run it through.
I would look at the deeder area which is close to the plunger. If not properly oiled, it will jam up like this. Also examine any O-rings for signs of wear.
