Air compressor cannot spin up with pressure in tank sometimes

There is an unloader valve and a check valve on the discharge side of the pump. The check valve is not holding and the unloader is not dumping the pressure so the compressor cannot start. Since it is new, you may want to take it back. If not you are going to be replacing parts.

The switch for the starting winding probably has failed shut drawing current through capacitor and the winding even though unit has started. There is usually a centrifugal actuaated switch with contacts that open when motor is near full speed.

The red and black are the hot legs of the connection. the white is the neutral, and the green is the ground. the ground and the neutral in your cae can be pigtailed. you will need to know what the starting and run amperage is in order to determine the wire size. My guess would be a 12-3 with ground would be adequate with a 25 amp breaker.

There are a few things that may have happened.

Motor overheated and thermal cutoff switch was tripped. Usually this is a red button on the back of the motor. Press it and it may solve the problem
Motor did not start fast enough and it burned out your starting capacitor. This us usually located on the top of the motor under a dome shaped cover. If replacing these you must match up the mfd rating of the original and the replacement capacitor(s)

Air compressors have a fairly high draw and you should be sure that it has a proper electrical supply to it. Too small of a cord can cause the two above problems.

Also make sure that your pump is not seizing up.
