Most likely not. I've been repairing the 1300 series for several years and I've never seen it. The older units would say "battery charge complete". I would go by the green battery icon in the upper right corner of the screen at the main menu. There should be 4 green bars to be fully charged. Of course to see them, you have to unplug the charger.

Connect your Nuvi to a PC using a USB and then hold the switch to the left for 15 seconds. It should then power up after a soft reset

If it is not charged it will not turn on. If you have a bad battery (which is the case if it won't fully charge) your only choice is to return to Garmin.

The nuvi 200 series, 300 series, 600 series, 700 series, 1000 series and the
StreetPilot C300 and C500 series do not have user replaceable batteries. These
units must be sent in to a Garmin approved repair facilities if a battery
issue arises. Garmin and Raytech are the
only Garmin approved repair facilities. Raytech is a repair
facility for Canadian customers. To
repair your device please contact the specific repair facility for your region.
If your device is not still under the 1 year warranty, there will be a cost
