Needle valve in carb. maybe hung open. Or diaphragm may be bad. You will need to remove carb. and clean and replace all worn parts. Go to homelite.com to find manual for the saw.

What is the fuel mixture ratio for a Homelite Super 2 model 10617a chainsaw

Most of the older Homelite saw such as this one ran a 32:1 ratio, however, the oils were quite different then, you can run a 40:1 ratio using up to date 2 cycle air cooled engine oils.

Most small two strokes run on a 40 to 1 fuel mixture but its not super critical You could run it at 32 to 1 now problem Just use a good qualitly two storke oil and on two storkes always keep the air filter clean and it good condition if drit gets in it will wreck the engine

Older homelite super 2 has bar oil getting into cylinder

Sounds like you have a leak in your crankcase. On most ( or at least quite a few) saws the oil tank wall is shared with the crankcase housing. When you add bar oil it's running into the crankcase and then the cylinder. It may just need a new gasket, worst case is you have a hole in the housing.

Homelite 16'' chain saw runs rough and backfires

One of two things is wrong. This saw is so old I doubt it has electronic ignition. Pull the flywheel off and clean the points with carb cleaner and sand the contacts very, very lightly with super fine sandpaper or a little file. Second option, the coil is bad, take it to the shop and they should be able to test it for you.
