Phone is not charging and the red light on the base is continuously blinking.
also, when one phone is answered, you are supposed to be able to pick up on the other handset and it will not let us?
Do you have voicemail through your phone co? That blinking can indicate a new voicemail is waiting for you. It could also indicate intermitent charging. Try cleaning the contacts on the base and phone with rubbing alchol and a q-tip.

The message counter will blink until the first time you
press "Play" ( yes, even when there is nothing ( 0 ) to
listen to ).
Actually, this blinking serves the real function of alerting
you to the fact that power was off/interrupted and now
the clock (Time and Day) will need to be reset.
Do you mean the status light on the handset or the one on the base? The status light on the base will be on if the answering system is on. The handset status light will be on but steady when the handset is on the charger. (It's a battery charging indicator in that case; take the handset off the charger to stop the charging system. It provides a trickle charge to offset the battery discharging over time) The light blinks to indicate new messages are available on the answering system. Press the Play button on the base or the Messages/Mute button on the handset to play new messages.
The red light on the handset charger turns on to indicate that the handset battery is charging. The light will blink to show the handset is charging and remain on when the handset is charged.

dismiss all messages/notifications (for NO Blinking amber light), disable vibrate
attach the original charger, keep phone on a flat surface, find optimum position where the amber light is continuous.
repeat same if you answer any calls or move the phone
the steady red light showing when in charger shows that
it is charging. the blinking red light when taken out of
charger or turned on and off means it is not fully charged.
leave it in charger till red light turns green.
I found that if I hold the "find hs" button on the BASE unit (right above the red charging light) for a few seconds, it works!! Thank goodness there is a solution! Thanks for the help.
I had the same problem. Once I read the owners manual I found the charge light blinks to indicate that you have voicemail waiting to be retrieved via telecom provider. Much to my surprise I have a voicemail account I never requested.
Another mystery solved - I now know why I missed so many messages.
The blinking cordless handset seems to be your main issue. IT should not continue to blink after a start up. I think if you replace the handset and sync it to your base station, your problem will be resolved. The T7406 phones are not the most rugged handsets. IF this unit was dropped, a lo of your symptoms make sense.
