To close Windows 8 move your mouse to the bottom right corner of your screen > select "settings" > select "power" > "shut down." (toolbar on right side of screen)

Windows 8, in particular, does not do a complete shutdown, so some service can be completed (e.g. defrag). If this is a problem when not plugged in, search Window for "Power Options" and change your power plan. Note that the power button, selecting "Shutdown" and closing the cover may be set to have different effects, such as hibernate (yes, it is still available), sleep or complete shutdown. You can also enter "shutdown -t 0 -s -f" in a command prompt to force an immediate complete shutdown.

if latest bios UEFI you may need to completely shutdown windows 8 before doing this this can be done by holding down the shift key during shutdown of windows.
If we are talking about Windows 7 or Windows 8, the next time you boot your laptop, it will display an option to fix the booting problem. Please make sure that you plug in the ac adapter, and the battery is charged around 10% (please charge it for 1 hour).
Rebooting a computer means, pressing the Reset/Restart button. But if you wish to securely restart it, click Start (Windows XP) and then "ShutDown" button, again click "Restart". There's another option when Windows XP is in Classic mode, once you press the Shutdown button, you'll see a small window showing "Shutdown", you can click the arrow button next to the "Shutdown" and then select "Restart", now click the "Ok" button to restart the system. In Windows Vista and Windows 7, click "Start", if you don't see the "Restart" button, you might be seeing the "Shutdown" button, just next to the "Shutdown" button, there's a small right arrow button, click it and select "Restart". Your system will restart.

Try holding down the power button until the computer force shuts down. If that doesn't work, you may need to pull the battery. Don't worry about damaging files, everything should be fine. When Windows boots up again, you just need to select "Start Windows normally".
