I'm assuming you have windows 7. Right click your desktop and go resolution. Drag that bar up to the recommended. Now by the icons do you mean the taskbar? If so wherever it is click it and drag it back to the bottom. Then right and click it and go lock taskbar.

Both when playing games via RCA or HDMI, and when watching cable, the tv screen randomly changes to verticle multicolored lines. If I unplug it and plug it back in, it may go all day with it happening...

Hi,
Basically it is problem of lcd panel (screen) but some times T-Con board (it is also part of lcd panel) replacement fix the issue.
T-Con board is located top center of lcd panel at back and need to take off back cover of tv to see it, this board would be covered under metal shield.
Expertise are required to replace this board and novice can damage lcd panel (screen) permanently.
