Could be a number of things, Is the compressor running? If so, are the filters clean? ( Both the outlet and the inlet filters.) One at the front where the air comes out and one at the back where the air goes in.

My Continental Portable Air Conditioner only blows partially cool air and will not cool my house. I am I just expecting too much? It seems like it needs freon or something like that.

Unless your home is less than 400 square feet, total. You are expecting to much. As the maximum cooling output is only 9800 Btu's These unit's despite being portable, they are only considered as room air conditioners, because of the low Btu output. Any more than 400 and maybe 450 square, it's a struggle for the unit to cool any more than that. It just simply can not do it. Freon ( which has been banded by the EPA) wouldn't help at all.

The best option for you, is to place the unit in a room you spend most of your time in and close the doors to that room, so that it will stay really cool and the AC unit won't struggle.

UNIT WILL NOT COOL. FAN AND HUMIDIFIER WORK. THIS IS ONLY THE SECOND SEASON USED AND THE UNIT HAS NEVER BEEN SITTING UP AND NEVER LAID DOWN OR TURNED UP SIDE DOWN. WHAT IS THE PROBLEM?

Hello,
A portable air conditioner may not cool for several reasons. Check the filter by removing the unit's grill and clean the filter.
Also check for clogs in the evaporator or condenser coils by light vacuuming. Make sure the evaporator isn't frosted over, but if it is, allow it to defrost and normal operation should resume.
Lastly, ensure the ambient temperature is lower than your AC's set temperature, as this can prevent cooling. However, if all of these steps fail to resolve your problem, the compressor may be malfunctioning, and in this case, the compressor needs to be replaced or repaired.
In summary, if the air won't cool, remove the grill and clean the filter. Clean out any clogs in the evaporator or condenser coils by vacuuming them and scrubbing them lightly with an old toothbrush. And since fan is working, you compressor might be defective.

Rudd air conditioner isn't cooling,blowing ,but isn't cooling my house because air is not cold

Hello, first check if the outside unit is running, if it is then check filter to make sure it is clean and that the blower wheel is clean and not dirty. If the unit is clean then most likely you have a low refrigerant charge due to a leak and will need a hvac tech to come out and fix the leak.

Air conditioner isn't blowing cold! Fan works okay but air isn't cool. Can hear hissing sound that sounds like normal compressor function. Do I need a coolant recharge?

You will need the condenser coils repaired before you can charge it. These come from the factory sealed and they should not ever need a charge unless you have a leak. The hissing sound is more likely air in the system being pumped by the comressor and it is coming out a hole in the coils.
