For a KX-T7633 press the up arrow to increase the ringer volume (up or down arrow adjusts the volume). Some phones (KX-T7625) also have a ringer ON/OFF switch on the back of the unit.

The "ringer off' message on the base display is referring to the ringer on the "base" unit not the phone ringers. Your phone handset(s) will still ring even when the base ringer turned off.
To turn the ringer on the base back on press and hold push the ^ symbol on the base until it beeps two times, To turn the base ringer off, press and hold the v symbol until the unit beeps.

On most of the phones you just keep pushing the volume down button untill it turns off. On some models there is a "Do not disturb" feature, usually it is a soft key feature so look on the LCD screen. Also, for the person that can't turn the ringer back on, just push the volume up key untill the ringer is at the level you like.
You can download the manual for a very similar phone, the KX-TG2302 at http://service.us.panasonic.com/OperMan/findmanual.aspx?cat=TEL and you can figure out all the features of a KX-TG2303. The simple answer is: while you are not using the phone, press the up or down volume button and it should turn the ringer back on. To turn the ringer back off, press and hold the down volume button until you hear two beeps. You can adjust the volume while the phone is ringing. The manual will tell you how to change your ringer tones, etc.
