One bad lead can cause a computer to continue on a cycle or to shutdown or fail to detect your hard drive

Test all leads that attach to your hard drive including electrical extensions,IDE,SATA

the leads from your ((motherboard to your hard drive)) make sure they have a secure connection and are not faulty or just replace them there probably old and faulty
make sure all leads that are attached to your drives dvd\cd 3 1/2 inch floppy have secure connections and are not faulty even the electic extensions or just replace them they are probably old and faulty a computer needs its connections to have an end so any faulty leads will end up with a computer error

Remove power supply from PC, connect it to AC power, then connect green wire with any black wire.
If it starts - check 12V AC, 5V AC.
If it doesn't - there are no user serviceable parts inside, just replace power supply

On the back of the Power Supply there should be a Green LED, When you power it on if it is flashing, this means that the Power Supply is dead and you need to replace it.

Sounds like your power supply is not supplying 12v to the system. Check all your power connectors are seated properly on your motherboard, if so then i'm afraid you need a new power supply.

See if you plugged in the 4 pin power connector on the motherboard besides the main power connection on the power supply (usually black colored and its a plastic 4 pin connector)

Try another power supply if all else fails. If new power supply does not work with this unit then its a motherboard which is blown and motherboard needs replacing.

Make sure you are plugging in your P.S. to Motherboard properly. This can happen if you are off by one pin on a 20 pin Supply on a 24 pin Motherboard. If you never opened the case and it just started happening, maybe one of your cards came out of its slot or your CPU Fan is not running.

Power supply has several voltages. Just because the 5v power is active doesn't mean all the voltages are OK. You need to have the power supply tested for 12v and 3.3v. A quick test is to unplug all the wires from the power supply. There is a single green wire on the motherboard main plug. Connect (use a bent paper clip) that green switch wire and any black wire. Plug in the power supply and it should run (fan starts)

The first thing I would check is the power supply. It sounds like it has just enough power to turn on some lights, but not enough to power up fans, motherboard, CPU, etc. So either test the Power supply, or just purchase a new one. They are pretty cheap these days.

Pover up trouble

sounds like something is drawing down on your 12 volt supply drives or on board regulators. Try it without the drives connectged, and see if you can get the system to boot up(you'll just get a notice that your drives are unavailable, but you'll already know that, right?
