Its suppose to have some styro foam inside? or its suppose to be out?

Most window A/C units have styrofoam lining the air vent. Unless the manual says to remove a piece of foam when unpacking the unit, leave it there.

Need to access inside of Carrier air conditioner.

After removing the cover and filter, you should be able to see the fins for cleaning. If there is styrofoam in front of the coil, it should not be there for proper operation.

IS THERE SUBPOST TO BE STYROFOAM INSIDE THE AIR CONDITION, IT IS BEHIND THE FAN WHEEL, AND ON BOTH SIDES INSIDE UNIT WATER RUNS OUT THE FRONT, NOW UNIT DOES NOT TRUN ON. THANKS, DEE

Yes to the Styrofoam , If there is water running out the front of the system your drain is blocked and or the system  needs to be removed to inspect the drain tray and clean out if required.(serviced). As for it not turning on , check that the fuse isn't blown as the water may have shorted the controls wires and blown the fuse
