Unit was at 90% power before going down. Two occasions. Power indicator lights flash rapidly when power is switched on. Speed control row is dark. No power to motors.
First happened yesterday. Disconnected batteries, let it set a few minutes, reconnected,and it powered up immediately.
Second time, today, even after setting several hours, unit would not power up.
Both events happened when I brought the joystick toward the rear direction to stop rapidly. I guess I'm not supposed to do that.

I've never had much luck getting information like this for most joysticks, and have never gotten it for Penny+Giles stuff. You may have the best luck looking for a used replacement joystick on eBay or Craig's List.

Locate the page that has the controller used on your power chair/scooter and count how many lights are flashing to diagnose the trouble. Try resetting your brakes to see if that will help reset the system (makre sure the power chair is turned off first.) If your insurance purchased the power chair for you, they may also cover the repairs; contact Hoveround for an appointment.

rakoble the 9 flashes error code can indicate the brake lever not in drive mode or if you have the electric seat its not all the way down or finally a controller problem and on the Hoveround thats the joystick. Check the brake levers and the seat if you have that on your chair. If the first two are ok then its the joystick and you'll have to get a new one. Hope this helps
Make sure the release levers are up all the way (in front - above the footplate). Shut power off and try chair again. If the entire row of battery lights on the joystick controller are still flashing, you need a new joystick. Contact Hoveround or The Aftermarket Group online who will qoute you a repair cost. It will probably run anywhere from 300 to 1100.
Five flashing lights indicate Right Motor Wiring Trip- The right motor has a short circuit to a battery. Check all the connections and leads between the right motor and the battery.
This 8-light code is a joystick controller problem. It is an internal problem with the circuit board located inside the joystick. The entire joystick assembly would need to be replaced in this situation. If you are in need of a joystick, I have several for sale.
Check that the wiring leading to the jowstick hasn't knocked loose. It may have come out or just be out of place. You may have to get a new wire. Check the place you got it from for more details, go there in person or check the site.
