Does the bottom border show up in Print Preview? Some printers will not print the full page, to include the border if it is too close to the papers edge. If you adjust the border to be further away from the pages edge, it should print. Instead of applying a page border, you may have to draw a border using a rectangle shape and apply the desired line style.
You can also try to adjust the border margin to measure from "edge of page" instead of measure from "text". This setting is on the options button located on the page border tab under the Borders and Shading window. This may allow you to adjust the margin enough to be able to print the border.

How do you make lines appear on an excel sheet?

I'm not sure what Version you're using, so I'll assume after Excel 2010.
At the top of the page, under the Home tab and directly under the Font window, there is an icon which looks like a window frame (dotted all around except on the bottom edge).
In your spreadsheet you have to select the area you want to work on. You can select a single cell to add lines to or the whole spreadsheet. Click on the icon I described above and a menu box will pop down. There many choices which allow you to select lines on all sides of your work. I prefer the one at the bottom which says 'More Borders'. With that window you select the edges you want lines on, the thickness/type of the line, or put an outline.
I think that's enough for now and I hope that gets you started.

CANON IP 4300 PRINTERS WILL ONLY PRINT ALTERNATE LINES

I think your text document didn't fit the page. I have done that before. It overruns and the extra becomes the lines inbetween. To fix this use microsoft publisher to print it so that you can choose the paper size and the borders and fit the document within the space allowed.

WILL ONLY PRINT EVERY ALTERNATE LINE OF TEXT & TEXT BOX BORDERS

Doesn't sound like your printer hardware. Try printing something other than your text document. If the page comes out clean/perfect then it means your printer is having a problem understanding your text document via print program translation. Otherwise try converting your text to pdf and print a sample page, if it works then again problem with software/printer translation.

X4650 not printing footer correctly

Most printers have a no print border roughly 0.6 cm around the page.

You may be able to set the printer to "Edge to Edge printing to get around the no print zone.

Can't find program for borderless printing

You need to really defining "Border-less Printing". Are you speaking of printing border-less photos? Or do you mean border-less documents.

Border less photos are usually set up in the printer's driver, providing that the printer's hardware allows this function. Some printers, especially older models, cannot print to the edge of a page by design.
