Orange light keeps blinking on my dell poeredge 2600

Orange blinking light means a component failure.
I had a cooling fan failure and this caused the orange light. When there is a failed fan the other fans RPM is increased to compensate. Is the server fan noise excessive?

I assume that you already try this monitor on another PC to verify that the problem is in the monitor, in this case you need to open it up and inspect the fuse, transitors, solder connections on the power/inverter board, see failed Dell monitors here for guide: http://s807.photobucket.com/home/budm/allalbums

Dell inspiron 6000 battery light is orange

remove the battery and insert again. if it continues then you will have to check the power source perhaps current it not enough for charging, if it continues then you will have to get a new battery

I recommend purchasing a new Dell Inspiron battery.
The code 4 blinking orange or amber and one green, means a defective battery.

Woops -the blinking amber light of doom is a common fault on dells -
usually a solid amber is the Power supply while a blinking one indicates Motherboard problems. If machine is still under warranty dell will replace it.
If not then it will cost you to have them replaced.

When the server turn on the monitor couldn't display anything

There could be several issues causing the problem. I am presuming the blinking orange light is on the monitor which usually indicates there is no video signal. So, the first thing I would do is re-seat the video card if it has one. The second thing would check would be the CMOS battery, verify that there is over 3.0v. After that if neither of these two things has fixed the issue more information would be required. What make is the motherboard, what is the processor, etc.
