With the new digital clocks, there is really nothing you can do to fix this. The clock running fast is due to a faulty electronic or electric component that is out of tolerance. US electricity runs at 60Hz, which is 1 cycle per second. Clocks use this to advance the seconds on a clock. Too fast means the 60Hz on the AC power input is not being properly used and is running the clock at something less than 1 cycle per second.

Approach the clock from behind at exactly 6:30 then force it's hands down so it can't run off anymore. Clocks that always run are usually the best kind in the long run.

There could be a number of reasons for this happening. Does the clock run only on batteries or batteries and electricity? It could be the age of the clock. The way the clock has been taken care of and the type of environment it is in for example too much dust. If the clock runs on batteries, have the batteries ever leaked and been left in the clock? Take very fine sandpaper and very gently sand the contacts of the clock where the batteries go, dust with a small dry paintbrush and use good quality batteries.

Pull the chains ... there is a weight on one end and the other end is free. Pull the free end down which will pull the weight up. It is the falling weight that operates the clock. There are probably several weights, each weight has a different purpose. The falling weight actually operates the pendulum. You will probably have to wind the clock (pull the chain) on a daily or weekly basis depending on the movement of the clock (i.e. 1 day clock or a 8 day clock) If the weights are missing, you will have to replace them. Contact a clock repair shop in your area.

If you had a Coo Koo clock, one weight would run the clock and a second weight would run the bird. A third weight would run a music box or other clock feature.

You have to adjust the bob on pendulum. If the clock is slow, the bob on the rod must be pushed up. If the clock is fast, the bob must be pushed down. Do adjustments bit by bit, day by day till the clock is keeping time. If all this does not work, you may need to replace suspension spring (if there is any). If there are no suspension spring, the clock may need proffessional attention.

The idea of "overwinding" is probably the most common myth in clockmaking. A clock cannot be wound too tight, unless it is wound so hard that the mainspring breaks, in which case the spring becomes completely unwound and will not wind up again. What has actually happened is that the clock is fully wound, but does not unwind because it is not running for some other reason. Letting down the mainspring would have no benefit.
You're correct that the clock was made in 1974. This is far beyond the expected lifespan of the clock. It is possible that lubrication by a qualified clock repairer could get the clock running again, but considering its age, it may be more likely that the movement is worn out, dirty or corroded and needs replacement.
The three keys should be wound all the way, as far as they will go, once a week. This clock should be self-starting when wound, so the fact that it has been sitting wound without running for years indicates a previous problem that prevented the clock from starting and running the mainspring down on its own.

Most of the Radio clocks by RCA are meant to be used with 60Hz AC line. This problem will not go away unles you can get a custom built 60 Hz AC power supply, may prove to be too expensive for the clock.
