You need to autoprogram your channels with the Remote that came with the VCR combo. The Tape issue is common with many older TV VCR combo units. Put a tape in that is rewound and hit stop and then tune in your channels.
Have you set the DVD up for progressive scan while trying to play through an interlaced (older) TV? press the progressive button below the VHS tape and see what happens.

if you are useing a cabel box you need to split your cable before the cable box with a two set coupler and run the second cable line to the VCR input and this should solve your problem. if you want to record the chanels from your cable box and not watch a diffrent chanel you can leave it hooked as is and select the chanel you want to record with your cable box tunner and leave it turned on, set the vcr to record channel 3 or 4 which ever is the channel you leave your tv tunner on and record that way.
if you have a cable or sat box, the vcr should be on channel 3 to record. if this setting is right, check to see if the tab on the left side of the tape is broken off. if it is, just put a piece of tape over it
