No picture on dvd but picture on tv only sound comes out on dvd

It sounds like you aren't cycling fully.
It sounds like you are on the TV (RF/Cable) input, then you switch input to Component 1 (for your DVD) and watch the DVD, then hit the input selector again, switching it to Component 2...you need to keep switching the input until you are back on the TV / Cable input.

This all depends on how you connected the two. If you used the component cables then you've forgotten the audio cables. If you're using an s-cable then you've bent a pin or the connector is not centered. If you're using an Html connector then the cable may be bad but my money is on the DVD player being bad.

Try switching the external/internal speaker switch on the back of the tv to internal. This way you should at least get sound (from the TV not the sound system) when you change the volume of the TV itself.
Explain your set up if you need more help. By that I mean what do you have hooked to the TV and sound system, Satellite or digital cable box DVD ?
Make a note of where all the inputs to the sound system come from.

Take it in to a service center for an Estimate. Parts are very difficult for Westinghouse sets.

Is your antenna connected or you cable satellite hook up to the TV? you need a signal of some sort to activate the TV circuits. Try a vcr or dvd player hooked to the set put in a tape or a dvd!!

If the player is doing that for all DVDs but playing CDs properly, the player has gone bad due to either the laser and lens being out of whack or the DVD drive just doesn't recognise DVDs anymore and needs repaired or replaced.

If the TV programs come's up with sound, then is possible that the TV set could be problem free. then cheek the system frequency if it need to be adjust from NTCS, PAL, AUTO MESECAM and so on. Cheek the DVD and VCR if they are in one of the following system settings and adjust the TV set to the settings at which the DVD or VCR is set to. Then you can also cheek if the cable is properly inserted, that is audio to audio and video to video. Nevertheless, if you have properlly connected your cables and set the system frequency to match with each other, and still no sound, then the TV could have sound problem.

2 sound Ics or transistors
3 broken speakers
4 a break down resistor which supplie positive voltage to the sound curcult

Does your sound go thru the tv or a sound system ??? when ya turn tv off then on does it show anything like its coming on ??
