Best to use NON DETERGENT 10W30. Be sure you fill the reservoir only 1/3 to less than 1/2 full.

your not missing anything, check the pump, they tend to go bad over time and may need replacing. The pump provides the pressure as well as the suction for the whole process, pulling water from the hose or tank and pushing it forcefully through the pressure washer line. If the motor is running and you have the water going through the line and to the pump, and no water is coming out, my guess would be the pump.

There is universal 2 cycle oil available (pro-mix at Lowe's for example) that is good for all ratios from 16:1 to 50:1. With this oil you add the same amount of oil to the gas independent of ratio required. One gas can, no ratio worries. Hope this helps.

There is most likely a valve that shuts off the fuel to the carberator, check and make sure this is in the correct direction. Once it is, check the choke, some of these have a manual choke, some have an auto. with either case make sure that when it is shut off that the furthest out butterfly valve is closed, this will make it draw in that extra gas when it is trying to start cold.
