Unplug the orange cable on the motherboard leading to the dvd-rom and replug
it into any of the next available slots(2 or 3).
one of them is white in colour and you have to look closely to see the
numberings.

This is what you need to do:
- your normal power button 2-pin cable goes on the third pins from the right (vertical)
- you need to connect the upper pin of the power button (third from the right, upper row) to the 4th pin from the right in the lower row of the pin-header.
What I did:
- solder a tiny cable to a jumper
- solder the other end to the upper cable of the power button
You also need to short the following pins:
- AUDIOF1 Panel (Front Panel Audio) the upper two pins on the inner row facing the PCIe slots. (I disconnected the Front Audio Header and simply put a jumper over it)
- USBF1 Panel (Front USB 1) the lower to pins on the inner row facing the PCIe slots (I used the second Front USB Header for my front USB and put a jumper on it yet again)
- PWRSW1 (on the bottom right of the board): Shorten the lower two pins on the inner row facing the RAM socket (Or use the original Power button)
If you do not have the original power button at hand you can use the second power button connector at the front panel header shown in the picture (LEDH1)

cable failure,,check the wire from the power switch through the motherboard if it is properly connected in the motherboard its a 6 pin with 5 wires in it,.I have tried it and yes it was solved..

there is a 3 volt flat battery inside the computer, it in most cases clearly visible.
Replace it with the same type of battery, then adjust the clock in the system setup.
All done, all fine.

I'm not sure right off hand what the WRIT means. But other articles online seem to think that you should hit F2 at boot and check the Boot Order. One guy set it to CD and booted a CD (a bootable one) fine. I would make sure it set to the first Hard Drive. He also said something about: went to the "event log" section and cleared the last event (actually the only one showing). I saved the settings, then booted up again and this time it booted up normally.
* Anyway new hardware external or internal would be 1st suspect in this kind of thing. One person had problems after adding a new printer that had a memory card in it. Apparently the Dell tried to boot from the memory card.

One of the cooling fans inside the case of the computer (where you put cd's in, and plug all your cords in. There will be at least 2 fans in your unit, but probably 3. The fans keep the computer running cool, preventing damage to the sensitve chips and electronics inside your computer. There is a big fan near the top of the case, this is for the power supply. This is probably NOT the culprit. You can remove one side of the case by removing two of three screws. (dont be nervous, you wont wreck anything.) With the case off, turn the computer on and look for the fan that is not spinning. Turn the computer off. Check the wires running from the fan to the computer (should be three) two are for power, the third sends the signal to the comp telling it its speed and whether it is working or not. If everything checks out, then you just need a new fan. There are only two sizes, but you should be able to remove the fan by disconnecting the wires (mark where they went!!) and removing the phillips (star) screws that mount it to your case. Take the old fan to radio shack or a comp. suppy store and match it up. All computer fans are 12v with 3 connectors. You should be able to manage this repair yourself. You will not break anything, just be sure the power is off when you are removing the fan and take care not to slip and damage something when you are removing and installikng the fan.

Check that the heat-sink is securely and tightly connected where it should be.
