hit menu button on your remote, navigate to channel setup menu. on the sub-menu, set channel fix to your channel that you require. now when your tv powers up this will be the default channel. if this doesn't fix your issue then try cycling through video inputs tv/video button on your remote.
Your TV is still in the factory test mode. To remove from the tech service mode try this.To exit the service mode, grab the original remote. Press the cursor left followed by the cursor right button. If the TV works in the "Other" modes than I would suspect, that the FIOS HDTV box has developed some fault. When a TV goes to a "Blue Screen" this means that it cannot interpret a proper signal, maybe you need to reset the FIOS, anyway check that out, the TV itself, I do NOT think is faulty, check connections, antenna and to TV as well. Unplug ALL from wall wait 5 mins, and power back up, this often fixes a lot or problems.
R - Restore: Restore default settings
E - Environment: Change your environment, remove from media cabinet, try different media, try different equipment (TV, router, hotspot, etc.).
P - Power Cycle: Power cycle by unplugging your networking equipment from wall for 2 minutes to reset.

It sounds to me like it's stuck in service mode.There is a button combination with the remote to return it to normal. I would call Vizio support and they should be able to help you.
I think it's a combination like [volume -], [channel -] and power but I could be wrong.
Its the color wheel assy. Its changing speed due to worn bearings. You may also hear a hum coming from the rear of the TV. Seek an RCA authorized service center to resolve this.
Instead of explaining the SAP/Stereo function to you, the easiest way to get the TV back to normal is while the set is on press the ACTION and POWER buttons at the same time and hold them until the CHK screen appears. Once that does release the buttons and then press the action button again to exit the CHK screen. Your TV is now back to the factory settings and will need to have the channels programmed again. By the way the SAP/STEREO button on the remote should be near the upper left hand corner of the remote itself.
