Tere is a possibility that there is a partial clog in the control arm or ball joint. I'm attaching a link for the installation instructions. On page two of these instructions, the manufacturer described how to check for a low-flow condition.

Either this is a consequence of having a "low-flow" shower head, or the pipes are too small or have too many bends and elbows to support the flow rate required at 65 PSI for such a large shower head. What is the water pressure at the shower head fitting while the shower is running? It won't be 65 PSI, but it shouldn't be below the recommended inlet pressure for the unit.

it's possible sometimes you can get brand new junk. one question is the thermo coupler in the right postion? i would check to make sure that it is indeed picking up the temp like it should.

Replacing the cartridge should solve the problem, the balancing spool is stuck, replacing it will solve the problem. The valve should look like this http://www.moen.ca/shared/pdf/3170pt.pdf . I have unstuck the spools in the past, soaking it in white vinegar will help to remove build up.

hi it sounds as though the thermostat has gone on top of the can assembly, or moreover it has scaled up & the element needs replacing, if thats the case your better off buying a new unit as the cost of the can assembly & the fitting it will be nearly as much, plus witha new unit you'll be getting a 2 yr guarantee?
Just a thought!

Have whoever installed the shower set come back and fix the diverter. It should be a relatively simple adjustment.

just to add: this is happening on all the showers installed, and the water presure is at 65PSI, the plumber has checked it.
