If your bike is older it might have a quill stem.To raise this you have to undo the allen key headed bolt situated where the bar & stem attach to the bike.It is often obscured by a plastic plug to prevent water rusting the bolt head.If this doesn't go high enough an adjustable quill stem must be fitted.
If you have the modern design of stem(A-head)you will have to replace the stem with an adjustable type which can be set upto 60 degrees.

Usually there is a hex bolt or some kind of bolt in the handlebar stem.
Loosen the bolt 4-5-6 turns.
Bolt will move upward.
Then hit bolt down with wrench.
Handlebars should be loose.
Raise handlebars to position.
Hold bolt upward with fingers while tightening.

If you LIKE the handlebars, the stem is the best option as most new ones come with front loaders (detachable front caps) that allow replacement without stripping components off one side of the handlebar. Yeah, you'll most likely need to get a new stem with the rise. You can also get handlebars that have a rise to them. If your steering tube has space you can add some spacers under the stem but that seems pretty uncommon for a bike shop to assemble a bike with excess spacers on top of the stem.

There is a bolt on the top of the goose neck that hold the handlebars in place. It should be a 1/2 inch, some are metric so just find the right size. Loosen this bolt about a half inch to an inch. It will be sticking up out of the neck. Tap it in with a hammer, it will go loose. Now just raise the handle bars where you want them and re tighten the bolt.
