The unit turns on like it should then shuts itself off after 2 sec. no matter what kind of cooking setting I have tryed it shuts itself off after 2 sec.
I have: Reset the wall breaker, reset the breaker in my power panel, I have un-plugged then plugged back in.
In the unit booklet it does not give answers to this type of problem.

So the fan motor's 21VAC winding is working. That's good.
But either the fan blade is loose on the shaft (a super glue fix) or the fan motor itself had failed.
You can find
helpful exploded view diagrams and order parts by entering your full
model number from the tag on the oven here.
The fan motor is shown on the diagram there as reference # 78, part # AP3192806, located behind the control panel and adjacent to the magnetron.
I'm not sure you have to pull the oven from the wall to replace it, but if you do, the oven installation (& removal) instructions are included on the tech sheet inside the unit.
There
should be a "mini-manual" (tech sheet) hidden inside the unit
behind the
control panel, and it is very helpful when troubleshooting, testing, and locating
components.
You can
also download GE
owner's manuals and installation instructions here.
If you don't find yours I can send you a copy, or if you need more help, feel free to contact me directly (and please remind me of your
full model number from the tag on the unit).

happy to help you with free advice and we'd appreciate your

SOURCE: F3 error GE Spacemaker XL 1800: Model JVM1851CD.
F3 on a GE / Hotpoint
microwave means you have a shorted membrane keypad (aka membrane switch).
If and when an oven is coming on or doing anything by
itself, this is very dangerous and can result in a fire.
So until it is repaired,
please leave it unplugged or leave the door
open when it's not in use, and of course one should never leave a microwave unattended while cooking.
If you (or someone you
know) might want to replace it yourself, I have uploaded a handy guide with pictures showing you what's typically
involved.
