The second button from the left on the bottom corner by the power button is the brightness button. If you press it the brightness menu is pop up on the screen. With the menu up you just use the three buttons on the left to select the function and the increase or decrease the brightness and contrast on the monitor.

SOURCE: brightness and contrast screen in center of monitor and can't remove it
the micro switches on the monitor are getting short which is triggering the menu, try to clean it with a switch cleaner or check if the switches can be replaced, do this only if u r an expert in handling things like this or take some proffessional assistance.

I had the same issue. I pressed and hold the + button and the monitor did an auto adjust and the pop up stopped.

CLick start/run then type in dxdiag. Go to the display tab and click test dirext3d. There should be an 3d cube that comes up and spins around. After the cube leave cancel everything else and close dxdiag, Your problem should be solved for a pretty long time. If it happens again just follow the steps again.

Adjusting brightness automatically using adaptive brightness
Adaptive brightness is a feature in Windows that uses a light sensor to automatically adjust the display brightness to match the lighting conditions in your computer's surroundings.
To use adaptive brightness, you must have light sensors installed and enabled on your computer.
To determine if your laptop or computer monitor supports adaptive brightness, look for the Enable adaptive brightness setting in Power Options (mentioned in the following procedure) or check the information that came with your computer.
To turn adaptive brightness on or off
Open Power Options by clicking the Start button , clicking Control Panel, clicking System and Security, and then clicking Power Options.
Under any plan, click Change plan settings.
Click Change advanced power settings.
In the list, expand Display, and then expand Enable adaptive brightness.
To turn adaptive brightness on or off when your computer is running on battery power, click On battery, and then, in the list, click On or Off.
To turn adaptive brightness on or off when your computer is plugged into an outlet, click Plugged in, and then, in the list, click On or Off.
Click Apply. Click OK.
