If all other burners working as they should, I'd check that bad one for partially plugged orifice. Try poking a small piece of wire through orifice hole to clean it. As far as igniter goes, and they are all connected to one source for spark, and separate wires run to each, make sure there is no breaks in small wire, as well as check that little ceramic igniter has a clean tip, if not clean with nail file or sand paper, and make sure it is same position at burner as others, as in close enough for spark to arc across to burner. if still no spark, try swapping wire with another, if it works, change wire, if not replace little ceramic piece at burner.
