My fan runs constantly, and the sound starts to get annoying after a while. I just went through and removed all of the dust. It is not sitting on a carpet either. please help.
If you are talking about the case fan. Their are case fans that the RPM is ajustable,lowering the noise. It also could be that your fan is going out or needs oil. Do a search for veriable speed case fan or, I bought several through Newegg.com

It sounds like an alternator, yet you say the fan still worked after you disconnected the battery? And the car was still running? Or the car died out. Sorry, need some more details on this one.
change the thermostat, sounds like it could stuck open and wont allow the engine reach operating temp, also test the constant control relay module located to the right of the battery as your facing the front of the car, also test coolant temp switch it might be defective and producing a high voltage that would cause the fans to constantly operate no matter the temp. I assume you mean the cooling fan on the CPU, this model uses a smart fan technology, it is meant to spin up faster to provide cooling. If is is doing tis constantly, it means the CPU is not getting adequate cooling (overheating), to check this, remove the side panel, clean all the dust and debris build up from the cooling fan and see if that helps
Desktop fans do run constantly, you cannot avoid this.
The reason they get loud is because there will be a build up of dust on the fan blades.
To rectify this problem turn off the computer and remove the power cord from the rear. Then you need to remove the side panel from the base unit to expose the motherboard.
You will see that inside the case it is full of dust. Look at the CPU fan (the fan on the motherboard) also take notice of any case fans too, they are at the back.
To clean the fans and the case you can use a clean dry paintbrush or compressed air.
Once the inside of the case is cleaned you will see a noticeable drop in noise.
nope, sounds like the coolant temperature sonsors have failed. they should be fairly cheap and easy to change. i dont know exactly where they are, usually on the intake or near the thermostat housing.

I would return it as it sounds like part of the circuit is defective.
Anything like this should have built-in Historesis - so it will wait untill a limit is reached before turning on, but also turn off at a lower limit to prevent this wasteful short-cycling.
That foam block is an anti vibration dampening device. My guess is is goes up against the underneith od that compressor. The real problem is with the short cycling compressor. I would return that piece of junk.
