Here is your problem. Hope that this helps you.

54.1 PRINTER ERROR
Description:
Indicates that an internal power failure has
occurred.
Action:
1. Turn the printer off, and then turn the printer
back on.
2. Replace the high-voltage power supply.
3. Check the fuser to ensure jams have not
occurred.
Caution When clearing jams, the
thermistor can be damaged
causing this error.

electrical specifications (see Chapter 1) are
met.
5. Replace the low-voltage power supply.

Problem Error Code 54.OC.01 For HP Color LaserJet 3600 Printer

If the error won't go away, the DC Controller in the printer will have to be replaced.
The ".0C.01" part of the error can't be found in the service manual, but I don't think that it will change the fix.

Model HP LaserJet M4345 MFP The printer displays

You've done everything but replace the formatter.
Can you look at the Event Log? Look for a 79.xxxx error. That is definately a formatter.
Is this a solid error, meaning does it appear when printer inits?
Remove the DIMMs and flash memory and network cable. And reinstall one by one until error reappears.
Do you have another 4345 that you can "borrow" a formatter from?
