If it is just glasses and coffee mugs that it refuses to wash maybe you should stop trying to wash these items in this dishwasher.
Could it have to do with the location where you put them? Maybe the direct water jet has a blind spot there while the reflected dirty water concentrates there. That may have to do with the shape of the vessel. I am just trying to make sense out of this unusual behavior. (I am thinking of some remarkable properties of parabolic and elliptic surfaces.)

The solution is to diagnose the magnetron as explained below.
* 1 Fill a mug with room temperature water from your kitchen sink.
* 2 Place the mug of water on the glass cooking plate inside the microwave.
* 3 Set the microwave on "High" for one minute and press "Start." You should hear the magnetron hum while it is working.
* 4 Remove the mug carefully from the oven by its handle. The magnetron is working properly if the water is hot or warm. The next step repair or a replacement of magnetron if the water is still cold.

I am not familiar with the HorPoint Aquarius dishwasher, but if it is a newer, water conserving, energy saving model, it ~might~ have a check valve that switches/alternates the water from the lower to the upper rack (Other manufactures do this, including LG.)
I know you think I am nuts, but your problem ~may~ not be the wash arm. It really sounds like your heating element is not working, which then does not get the detergent powder up to the high temp it needs to activate the cleaning ability.
Also, buy a box of name brand detergent powder and use it rather that an ultra-cheap box. It really does make a difference with dishwasher detergent.
OK, I'm no handy man and I just figured out how to do this. Open the door and remove the black plastic cover surrounding the inside glass. I used a regular flat head screw driver to pop this out.
Now I removed the 3 screws holding the inner panel against the glass on the front door. After removing the screws, the inner panel is held in place by a series of plastic clips. Go around the perimeter and pop the plastic clips out so the inner panel including the mesh comes out of the door.
Now you have complete access to clean the inside of the glass door!
I found it easier to do this operation with the door completely off the microwave, but you should be able to do this with the door in place too.
