My Frigidaire washing machine (9 cycle, 2 speed) will not move on to the next cycle. When put on the 15 minute cycle, it will load the water into the drum FOREVER, but won't overflow (so I guess it drains at the same time), but never goes to the next thing in the cycle. If I put it on Spin, it will spin FOREVER, but won't go the next thing without me manually turning the knob there. It seems to me that it's working fine, but just won't advance by itself. What is wrong with it?

From my understanding your Frigidaire dishwasher is getting stuck in the washing cycle. Sounds like you may have a possible issue with a sensor or control panel. I would suggest performing a reset on your dishwasher and you can do that by disconnecting power from your dishwasher for approximately ten minutes. If it is draining while it is filling, your drain hose is either too far down the drain or not high enough from the ground. That will cause it to siphon while it is filling and never start the cycle.
