Fridge side wont cool unless the freezer door is open

My parents have a whirlpool side by side refrigerator, the freezer side cools well enough but the fridge side does not. The vent on the fridge side does not blow cold air unless the freezer door is open or the ice chute flap is left open when the freezer door is closed, whats up????

The little fan motor in the freezer is defective.  It may only be stuck.

1st = try to determine why freezer is not freezing.
fridge is cooled from freezer.
water may not be flowing because freezer is not cold enough to make ice.

Verify freezer door is closing and seals are sealing. If you slam the fridge door closed and the freezer door moves there is a problem.
