Could be rear end is locked up you will have to get another belt try turning wheels by hand if loose see if there are broken bearings anywhere on the drive usally thats the case with the belt bearing goes out and shreds thr belt try those ideals

SOUNDS LIKE THE PINONS ARE ON BACKWARDS. THE KEY SHOULD SLIDE OFF THE PINIONS WHEN PULLED BACK AND LOCK WHEN ENGAGED. YOU HAVE THE OPPOSITE PROBLEM OR ITS BACKWARDS!

It is very hard to say without knowing model, but if it is a Honda Harmony than I would look towards the the cable that controls the blade engagement. If your model is equipped with a blade engagement lever most likely yours is controlled by a cable also and it only needs to be adjusted correctly. Good luck!

I fixed the drive cable just yesterday. If the model is exactly hrx217hxa with the serial number between MAGA–1000001 and 139999 as mine is, it can be quite involved to replace the cable if this is the first time, because honda wants to replace the "control arm" as well. The part number that you need to order is 06225-VH7-305, which comes with a very brief instruction on how to replace based on the service manual (not the user manual). The above link will guide you to how to replace the cable, but since the transmission end of the cable changed, you need to replace the "control arm" as well. This requires to disengage the drive "belt", which is the first challenge. Once you disengage it, it is relatively straight forward to replace the "control arm" if you have the right tools (1/8" pin punch and a challen lock plier which are described in the instruction that came with the cable kit).
Engaging the drive belt back on is the biggest challenge in the whole process, unless you have the right tool to handle the powerful spring that pulls the whole transmission to give friction to the drive belt. I spent two hours to try to engage the belt without the right tool (probably you need a "brake spring tool"), and I finally did it.
The rest of the assembly process is straight forward if you memorize what you did for disassembly. The above link can help you as well.

The last time I had a Honda mower in my repair shop I noticed that Honda doesnt do individual parts on its transmissions for mowers OR tillers.
You can fix this mower...but the transaxles are a bit expensive. Honda mowers do tend to be worth it though.
If the axle broke cleanly maybe someone would weld it back together?
I mean, the wheels dont turn that fast that balance would be an issue right? And I am sure the axle metal is cold rolled steel....which is to say it isnt thin cast material that would resist welding. If you take the transmission out of your mower and just take the parts to a good jobber maybe they would give it a try for 10-20 bucks? Dont expect a guarantee...but, for 20 bucks most shops wont even pick up a mower let alone try to fix it.
If this gives you another couple of years of service that would give you time to consider a replacement mower when the unit needs service again.
