Put the housing on the base (level) and make sure the three 'locators' on the bottom of filter housing are resting inside the base ring. put the standpipe into the housing and install the 8 laterals. make sure the standpipe is straight and centred in the housing (i use duct tape to block the top of the standpipe and secure the standpipe to the housing. fill the housing roughly halfway with water. slowly pour sand into the housing making sure to keep the standpipe centred. once you have installed the correct amount of sand, install the dial valve and secure it with the supplied clamping system.

Need some more info on the Sand filter. I can help you out. With the rest. Is that the pic of the filter you have. If it is then its a top mount. Depending on the debri that comes into pool, you will back wash 1-2 times a week. After back washing you will turn to rinse and let it run for awhile (of course each time you turn the handle make sure the pump is OFF. Set, then turn on.) then back to filter.. if u used play sand, or any other type of sand thats NOT pool filter sand, that could be the problem. also if there is too much sand or too little sand that could also cause this.

It wouldn't hurt to replace the gauge every few years, since it makes contact with heavily chlorinated water. They are available for less than $10.

Try these tips. I am guessing that one of these is the reason that your pool filter is not working properly. If you try these suggestions and they don't work, let me know and I will trouble shoot with you again.
1. Check skimmer and pump strainer baskets for debris.
2. Check for restrictions in intake and discharge lines.
3. Check for air leak in intake line (indicated by bubbles returning to pool.
4. Backwash your filter.
5. Be sure Vari-Flo valve is set on “Filter” position.
