Looking for the Manual for a Black and Decker Model #7580 Jigsaw. any Help would be appreciated..

Your going to need to contact a service center to get a manual. B&D own dewalt, that's why it's a dewalt site. Dewalt has a better name so they use it instead of B&D. Here is a listing of the service centers.
They might not stock parts and manuals for your tool anymore but it's worth a shot.

How do i fit a blade on a black and decker jigsaw KS656PE

Sorry Gavin, but you have posted this solution word for word the same for a number of jigsaws. the KS656PE does not have a knob to pull or turn so you do not know this model and your suggestion is wrong.
I cannot advise a correct solution as the advice in the manual is wrong!

either on the left or right side of the blade holder there will be a little lever to pull that will release the blade, pull on the blade at the same time you pull on this release

I do not know to use the black and decker jigsaw.

Draw the circle pattern on the wood where you need it. Drill a 1/2 or 3/8 inch hole inside the circle, near the circle line. Insert the jigsaw blade into the hole and start cutting, following the line.

If you have the scrolling feature on your saw, don't use it, lock the scroll.

Jig saw model 7580 type 4, replacement for blade clamp

There is no model 7580 Jigsaw. The only model close to that I can see would be the 7588 Type 4. Unfortunately that part is unavailable for this model. You may want to contact your local Dewalt service center and see if there is a substitute for that part.
