My phone was rooted..
after using roms backup, i reboot the phone.
my phone stuck at one touch white screen...
i cant go to the menu...
how to fix it...?

Is your phone a gsm phone. If you can get into recovery do a factory reset and wipe Delvik Cache. You can try this link How to install TWRP and Root the Alcatel Ideal 4060A Appuals com and if you need stock rom try this link it is a direct download link for stock rom 4060A_stock5.1.1.zip
There are 2 methods to make factory data reset on your phone: Method 1: Under power on mode Please go to menu > Settings >Privacy >Factory data reset Method 2: Under power off mode Turn off the handset, press the volume up key and the Power key at the same time for a few seconds until you see the reset interface, then press Home key >select wipe data or factory reset via volume key > Press Power key to confirm > Select Yes to delete all user data > Press Power key to confirm again > Please select Reboot system now and press Ppower key to confirm to reboot your phone. The handset can be used without screen unlock pattern after its reboot. Please note that factory data reset will erase all data from your phone. If you want to quit it before performing factory reset, you can select Reboot System Now or remove the battery and re-insert it, then restart the phone
Recently bought ALCATEL one touch T'pop model 4010X from ASDA, with a Virgin media pay as you go SIM card.
Do not wish to remain with them as I have now got a SIM only contract with the Utility Warehouse, and have put SIM card into it but it does not recognise it. \have spoken to the Utilitywarehouse tech, who say I would need to seek advice from you. Would I require a PUC or a PAC code to do this. Please advise.

As long as you didn't get it wet, or root it. I'd go ahead w/ the warranty. There are "unbricker" programs that can take a completely non-responsive phone and bring it back from the dead, but I'm 99.99% sure they're all designed for bricking caused by bad rooting procedures.
Hope you have bricked your android phone. Now must flash your phone with stock rom. You can do these by using ODIN. Just download ODIN for your phone, download stock rom odin flashable .zip packages for your phone, put your phone in download mode, connect your phone to PC via USB cable, run ODIN , load stock rom packages, flash it..
