By tabs, I assume you mean "taskbar". On your keyboard is the windows flag....between Ctrl & Alt. Hitting that should make the taskbar pop up.
You can then change your settings to keep the taskbar always visible.
If you taskbar is not longer on the bottom (on the side), click & drag it to the bottom.

You should be able to click anywhere on the taskbar (that is unoccupied by icons or links) and drag it back to the bottom.

To keep it from moving, you can right click on the taskbar and hit 'Lock Taskbar'

this car has what we call a VAT's key security system. the most common problem with this system is that the resistor that is in the key looses it's resistance value and the security system no longer accepts it. as a locksmith I run into this very often and the fix is very simple but needs to be done by a locksmith or a mechanic that knows what they are doing.
the fix requires the teardown of the steering column and fitting ( hard wire ) of a resistor with the correct value directly to the ignition switch itself,, this basically bypasses the key security part of the system and from that point on you will be able to use just a regular ignition key ( flat key NONE VAT's key ) which will save you a lot of money in time when getting copies made, ( regular keys cost about $2.75 -- VAT's keys cost around $29.95 per key ).
seek out a local automotive locksmith or mechanic and tell him what you would like to have done and for about 85 dollars this fix can be done ( the cost of the resistor is about 5 dollars ).

Do you have an antivirus installed. if not, install it and scan your machine. also try starting your machine in safe mode and see if task bar will come. if it comes, then just repair your windows installation using Cd. no need to format.

If you move the mouse pointer to the very bottom of the screen, the taskbar should pop up as it does when you press the Windows Button, but without Start. If you want to keep it up, right click on the taskbar and select "Properties" In the new window, "Unselect" "Autohide" and the taskbar will stay up.

Possible vga driver fault, update graphics driver.

Go to an alignment shop. Sounds like tierod ends or ball joints. They will yank on them before an alignment to check play. Do not wait too long.
