disk controller failure - the chip from the laptop's motherboard that's controlling the disks is fried. Nothing you can do - all hd's will be unrecognized - that laptop is dead.
Buy a new one.

You are getting this mess because the system is not able to detect a boot partition on the hdd or may be it is not able to detect the HDD itself.
Try to remove the HDD(hard disk) and re-seat it, Also make sure that there is no disk in the CD drive (in case the first boot device in the BIOS is set as CD drive).
Go to BIOS by pressing F10 (system setup) and check if the HDD is detected in BIOS.
Try to run a recovery by pressing F11 on first screen after power on.
