Here are some steps that can help you isolate the issue.
To check the functionality of your Drive try to boot outside windows, like booting to Windows Operating system, if this works then your Optical drive is working, if not then you have to replace it.
If it is booting up, try deleting the upper and lower filters, click on start, run, type regedit then ok. click on the [+] HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class then click on {4D36E965-E325-11CE-BFC1-08002BE10318}, then delete the upper and lower filter. then restart your computer. Also you can try different CD as sometimes optical drive are sensitive to the disc.
Hmmmm.... Most new DVD drives have the problem.
Clean the cd with water and shampoo if it is having too much scratch. Try after drying. Is that helping?
NO? Is that CD working in other drives?
YES? Then you better replace the drive if it is under warranty.
if it,s only downloaded movies, that won,t burn/Write.
I,d assume that the downloaded content, is Copyright Protected.
Other suggestions Are:- your CD/DVD Burner does not support the types of files, that are being downloaded. You could try a Video Converter Program. Or alternatively. Change your DVD Burning Software.
Do you mean software to burn DVD's? If so there are a ton of programs out there as a simple Google search will show you. I do have a particular favorite you can find it here.

Just wondering have you ever used and image drive software
like deamon or indeed alcohol. these can disable drive features
Aside from this i would also take a look at software called Driver detective just google it
YOu have to pay for it but you can scan for free and it will tell you if there is a problem with the dvd drive you are using
