I need the model of the mower to be more specific. But generally there is three possibilities. One, if the shift handle moves but it does not do anything it most likely a hydrostatic gear box. In that case you need to check the gear box oil level and make sure you have put in the correct oil. Two, if the shift handle won't move, follow the handle down to the gear box. You are looking for anything bent or broken. Try disconnecting the arm from the gear box and shifting the gear box manually when in neutral. You many need the clutch engaged even in neutral, if so you need someone to push it in. DO NOT do this with the mower running!!!! Third, if the first two check out fine, you may have a broken gear. Remove the gear box and manually operate the clutch and try to shift it. Due to shop repair rates if this is the case, it most likely be cheaper to replace the entire gear box. Get an estimate first.

if u wiggle the gear shift lever , holding key to start does it work ? if so then u need a new or adjustment neutral safety switch (also key does have running deere on it ?) as non factory keys don't work to well either
also this machine is listed on jd tech site as one that has been noted for an "starting improvement kit " part # - AM107421 jd has made it plain that they know it doenst start so well ,so they have released this kit to install that improves its starting
There was a time when my JD just quit and did nothing. After doubting the battery that is what it was-the battery. Jump start your JD and if it starts up then your battery needs replaced.
It is a John Deere 170.
