Where is the switch located? If you buy a replacement switch at Home Depot it usually comes with a diagram that shows you how to wire it. If the switch is built into the light socket just replace the socket the switch is included.

Only 3 wires will connect to switch. Not 4

If you blew breaker than you connected Neutral wire to switch.
Neutral wire never connects to switch.

Identify Hot wire.
There is only one Hot wire that carries power to switch box.
This wire connects to one side of device ... which side? ... the side where both screws are bonded together.

Where on line is there a wiring diagram for the Leviton GLW-1463? I could'nt seem to find it on there web-site. Thank you. :)

Leviton GLW-1463 appears to be ordinary lighted 3-way toggle switch.
This switch is used in a hallway application where more than 1 switch controls a light.
The green screw is for bare ground wire.
There are two brass colored screws for traveler wires, and 1 dark screw for common wire.
If you are replacing another 3-way switch, then note color of each screw on old switch.
Put wire from old dark screw to new dark screw.
The travelers wires can go onto either brass screw.

Your screw terminals are 2-brass and 1-dark.
Dark screw is considered 'common'

Leviton shows a 3-way 1203-2, but not 1201
Wiring diagram indicates that pilot light is ON whenever switch has power.

Check your instruction sheet that pilot light is supposed to turn on-off with Load.
I don't think it is, without additional terminal on switch for neutral wire.
And then it would only work on switch located closest to light.

You can wire this type of thing separately.
Buy ordinary pilot light or indicator light from WW Grainger.

Here is the wiring diagram.
It looks like you connect the black & red wires on the sides as you state.
The black coming from one 3-way connects to the top terminal on one side, the red coming from the same 3-way connects to the bottom terminal on the same side.
The black going to the other 3-way connects to the top terminal on the other side and the red going to the other 3-way connects to the bottom remaining terminal.

The Leviton page for Leviton 5613 does not have a troubleshoot.
Manual shows simple wiring diagram.
3-way switches will not operate lights if switches are wired incorrectly.
Check your ground wire is connected.
Leviton 5613 series is illuminated.
Check that both switches have 5613 number.
Swap switches and see if problem is inside switch.

Are you wanting to know how to wire a product you purchased?
Are looking for a wiring diagram to see if you can do what your want?

1) Is your circuit a 3-way circuit with 2 switches controlling both lights?
2) Or are there 2 different circuits where each switch controls one light?

If you want sensors to replace 3-way switches, you need a control sensor and a remote sensor.
