I have a viewsonic monitor with the same problem. My solution is only temporary. It seems that the power supply heats to a certain point at which the blinking begins. Points to a faulty solder or else a faulty transistor etc. If I turn off the power button and let it sit for 20 minutes, it seems to have cooled enough to come on and work when I press the power button on. Sometimes it will work for hours. If you were handy and find a way to cool it SAFELY with a heatsink, I wonder if it would function fine for a while. If you just uplug but leave the power button on, it doesn't seem to help. Your TV has gone into service mode now and the colours that are showing up on the TV screen is a test pattern.To stop that yo need to unplug the TV from the power outlet and the wall and hold down the power button for 20 seconds.
It sound like the remote is powering off the cable box but not the TV. The remote control may need to be reprogrammed to the TV. When you press power it may only power off the Cable box. At that point, try pressing the TV button on your remote and then Power. If it does not power off the tV after pressing the tV button, the remote may need to be reprogrammed to the tv. Cable companies usually have the codes needed to program their remotes to the TVs.
Just make a hard reset first. If it do not help you, you have to contact the authorised service center for Bush at your town. To make a hard reset, unplug the tV from AC mains power socket, wait for a while, and replug it.
fail safe mode usually is caused by a short on your main bd. but if its a DLP or LCD projection tv to replace the lamp the door sometimes has a safety switch that will not alow a tv to turn on if the door was ajar
