My first guess is the belt is not properly routed through all the pulleys and past the belt keepers. Please check everything twice against the belt diagram in your operator's manual.

there is a adjustment on the linkage i looks like a triangle shape block with a offset screw on the rear axle near where the rod meets the rear axle move it a little at a time
