If it is not solved Try by editing httpd.conf of apache (can be found at c:/xampp/apache/conf/ ) If not solved Please attach the error log in order to troubleshoot it . (log path c:/xampp/apache/log/error.log )
Apache uses port 80. if you have skype running on your pc. it wont let apache to start. and vista has some built in security system which always block programms which auto exec. check if it not blocked by your pc.

Greetings.. hope you would be fine doing well..
For your problem I would like to suggest:
1 - Try Reinstalling Skype by first removing it from Add Remove Programs (Win-XP) and Program & Features (Win7-8) in Control panel and then installing it.
2 - If you have any webserver technology installed like xampp and wampp may be they are counterfeiting. Solution is you need to change skype connecting ports from options, but first stop apache services then do this.
Generate Keyopenssl genrsa -des3 -out startssl.key 2048Remove Pass Phraseopenssl rsa -in startssl.key -out server.key Generate CSRopenssl req -new -key server.key -config "c:\xampp\apache\openssl.cnf" -out server.csr Configure it give csr at startssl and get certificate and run ... BEST OF LUCK Useserver.key and certificate u got
well it would be better to use xampp it comes with all these features you just need to instal it and no need to configure any thing
you can download it from here

To access "localhost" you must have a web server ( IIS or Apache - IIS is the simplest and is found in add/remove programs, Windows components usually) running on the PC that Joomla is installed on. You must also use http://localhost for it to work. Localhost means you are only doing a loopback to your own pc for testing purposes. By default most web servers run on port 80 if the port is changed then you must use "http://localhost:port". Depending on how your network is set up - If you have a router or firewall you may also have to "open" or do a port forward to port 80 for the software to see the server holding the Joomla pages and also allow internet access as a server. First try the default web page the server has usually default.htm or index.htm as http://localhost/default.htm etc, if it loads then you know localhost is functioning, then try the Joomla page you want to see using it in place of default.htm. If no page loads at the start - then check your Apache(Xampp) configuration file to be sure it is set up and working properly - if I recall it is hhtp.conf open it with notepad to configure and save as "all files" not text. You might also check your Joomla configuration options as well to be sure the correct port and location are used for serving pages.
This is shown when you log in to Joomla? Did you just install the module acctexp? My guess is that the permissions are incorrect in the modules folder. try setting the r,wr,ex to all open recursive and see if it lets you run the module. I will await your feedback
From lenovo side no SQL server and .Net programes are given and might be they are loaded by your dealer.Secondaly you might be using vista home basic or home premium for the same and on both the OS neither SQL server nor .Net is supported so either you will have to use xp prof or vista business to use the both.
First make sure that your Apache server is running properly. For this type http://localhost and see the result.
If you want to test PHP you can create a php test file by yourself.
Goto the www folder in apache director. create a file , name it anything.php. Edit the file and simply write "phpinfo()" without quotes . check the output.
It means that your apache server is fully capable of PHP scripting.
