Hello,
First check the oil and make sure that ti is full. Then remove the spark plug wire and spark plug, then take the recoil cover off and with a socket to fit the flywheel bolt and a breaker bar, try to rotate the engine by hand. Also while you are trying to rotate the engine have someone take and spray some penetrating fluid like seafoam (you can get seafoam from some auto parts stores) don't spray to much, just enough to coat the cylinder wall, and a wooden dowel that just fits in the spark plug hole and log enough to hold onto while inside the head tap on the dowel with a hammer to try to free it up. If it frees up spray a little more seafoam into the cylinder then put the recoil cover back on and pull it over a few times to lube the cylinder wall. If it does not turn the I recommend bringing it to a reputable repair shop. They may be able to free it up or if it is real bad they may be able to help you get a used or new motor for it. Hope it works for you.
