PCI depends on the profile of the
PCI Card and the Profile of your
OptiPlex.
GX260 Small Form-Factor is
compatible with Low-Profile PCI Cards only. GX260 Small Desktop and Small Mini-Tower are
compatible with standard
PCI Cards. (Small Mini-Tower however uses a
PCI Cage).

NB:
1.
Generally, upmarket
PCI cards are standard height. Some manufactures supply a metal
piece to allow it to be used in Low-Profile or Standard Profile.
2. Driver software needs to be installed
after the hardware is installed.

Yes this is on a domain but there are no policies setup. There are 10 workstations and this is the only one having this issue.This started happening after they upgraded their QB to 09 and then installed a multifunction samsung printer/scanner /fax. I am leaning towards the samsung as the culprit. To alleviate the problem I replaced the workstation and made sure the samsung was installed correctly on the server. The dell has taken up too much time already. Thanks for your assistance.
I have to agree with inthecellar, it sounds like a group policy object has been applied to this user's computer. See if the user can log on "locally" to the machine, meaning in the third drop down at the login prompt, choose(this computer). If the user can login locally to the machine then group policy wont be an issue, see if he can restart the computer as a local user....and not a domain user.
