Normally is because the battery is empty or in an error state.
If you plug the power cord and the led still blinking, disconect everything, turn your laptop and search how to take out the battery, wait 1 minute then replug it again and try.

I have repeared some of this problems ,try this:
hold the power button and plug in ac power.and wait 5-6 sec.
try the combinations with power and menu buttons and plug the ac cord and wait 5-6 sec.
The monitor in your case is in service mode or test mode .
The other options is to change the firmweare of the monitor but you need moore tools for that.
plug it in. reset all plugs on both end. the turn on the power, Button. if still dead?, time for a new one.
but you never stated the LCD power lamp state. on or off. if on and dark that means the PC is not on. or there is no video from PC, or the PC video cable is bad or unplugged. so , plug your monitor into some other PC, still dead.?
Did you check that the connections on the back of the monitor and on the pc are plugged in well? If still not working you can try a different monitor to see if it is your video card. Please let me know how you made out and if you need further help. Thanks for using fixya
hot connect it to another PC/Notebook that is using 1024x768 as a display resolution. Turn the monitor off, pull the power plug, wait 10 seconds, plug it in again and turn it on.
wait, is there not a power port? if ther isnt, it may be on the vga port where it connects to the pc, it may of got cut off, your alternative is opening up the mointer and wireing a new power port
