Generally, the problem is either a leak or a bad pump. If you listen carefully and you hear air escaping try making sure the top is on tight (don't go nuts because you will never get it off again) Also many tanks have a gasket or O-ring under the lid. This is often lost or gets out of place, and then crushed by the lip. There is also a gasket or stopper thing at the bottom of the pump cylinder, sometimes this gets loose or gets a piece of stuff in it. It also could be the pump piston itself.
