Ovens not going up to full gas suspect oven stat but both ovens have the same problen gas supply at 21mb and grill working ok appears to be oven stats but strange both are not working any idea

I am not familiar with your model of cooker but I assume it is a gas cooker.
Gas cookers have safety devices in the oven and grill the hob rings do not need. I speculate even the domestic oven hasn't escaped the interference from the electronics industry and I expect the aforementioned safety devices depend on (low voltage) electronics and electronics depend on electricity - that the lights aren't working would suggest there is no (low voltage) electricity.
Even in the case of an electric oven the thermostat could be electronic and need (low voltage) electricity to work.

With your fault, can you here the switch operating, if not it just may be stuck?
There are two controls for the top oven and grill.
The far left one is purely for the oven and oven lights. The middle control of the three on the panel is for the grill. The grill will only work when the front is down, there is a micro switch that controls this.
The grill control is a dual action control. Turn it one way and it is the full grill, turn it the other and it is only the inner element. Left is the small grill, right is the larger, full grill. Oven lights do not come on with the grill control, you have to turn the lights on with the oven control.
The oven has a small element so takes a long time to heat up.

you are correct mam when the thermostat is working for the grill and there is no heat the heating element will be defective and before changing this please check the connections of the heater.for the power supply.
because main gas supply is distributed from a single point to various components,i suspect an obstruction in the oriface of your grill(probably a spider web).as far as ignition,most grill ignition systems are powered by a AA or 9 volt battery.try changing and see if you have ignition
THIS IS PROBABLY BEST LEFT TO A QUALIFIED ENGINEER. To reset the grill thermal cut out. This is located under the metal panel at the top of the unit and it is necessary to ether partially or fully remove the whole oven from its housing to get at it. 1. Disconnect electric supply. 2 remove the 2 housing retaining screws. These are located either side of the at the top of the grill cavity. 3.Pull the whole oven /grill unit out and support it underneath to stop it falling forward. 4. Remove metal cover covering top of oven. 5. the safety cut out is a small component that has 2 wires connected to it by spade terminals, in the middle of which is a small red button. push this button gently with the end of a pencil or screwdriver until it clicks. This should now be reset and allow the gas supply to the grill to resume. Finally reassemble making sure that the integrity of the gas and electrical supplies are, in no way compromised and test.
Pull off bottom knob of oven shine torch down at 45degrees u will see a red plate turn off power suply and use a small screwdriver to push the plate turn power back on job done.PS Check all vents are clear to stop it over heating good luck.
Creda reflection double oven had the same issue, both ovens work but the grill was either hot or cold, no temp control. I changed the thermostat first, due to being a novice and not fully understanding how things worked. it didn't help so I have changed the grill regulator,( bit that the knob fits onto) and it has solved the issue. I expect this to be the same with most top oven and grill combinations with the oven working but the grill only being hot or off.
two possible causes
first, element is breaking down when hot. one way to check is to put a multi-meter across element and see if it stays powered up.
second, stat is faulty. check if element power cycles with stat
